He seems to as when he declared hexwould distriy the Iraelites when they refused to enter Palestine and start over with Moses but
Moses talked him out of it, reminding Him of his promises. Burt apparently God actually saw it as a teaching moment for Moses. -

I used to thank that He didn’t but after looking deep into the Scripture especially the Old Testament I believe He does, changes His mind but never His character
