Verse 11 reads:? If therefore perfection were by the Levitical priesthood, (for under it the people received the law,) what further need was there that another priest should rise after the order of Melchisedec, and not be called after the order of Aaron?

    Perfection did not come through the Levitical priesthood. Also, The Law was not given during Melchizedek’s time or appearance in the Bible. The important thing about Melchizedek, if I am not mistaken, is that he had “no beginning or ending” and that aspect of his priesthood was used to describe the priesthood of Christ.
