I believe it will be a City for the dwelling of God’s people after the destruction of Sin and sinners by fire. Definitely it will be in the Earth made new.

New Jerusalem is the 144,000 of Revelation chapters 7 & 14, the spiritual representation of God’s dwelling and favour. Jesus is the cornerstone of Heavenly Jerusalem but New Jerusalem is made up of his brothers, the “Bride of Christ.” [Rev. 21:2]

A new earth and new Heaven shall be formed.
The new city will be a very high walled city with 12 gates just as the Bible says. -

Thats the city where all the saints of God will dwell on the day of judgment when the wicked will be destroyed will God call fire down out of heaven to destroy this place before recreating the new world

Heaven.
The heavenly Zion (Heb. 12:22). Heaven is a city in the sky. It will come down on the new Earth after the 1000 years, after this Universe and Earth “heaven and earth” pass away, and melt, and dissolve, in fervent heat, with a great noise (2 Pet. 3:10-13), and be remembered no more (Isa. 65:17).

It is clearly stated and described in much detail as the New Jerusalem, a city where God and His son live full time in the presence of Man on the New Earth This Building is described as and call officially several times by it’s new name “The Bride of Christ” and “The Lamb’s Wife”. Sometime after it arrives the Holy Spirit and this Bride declare an open invitation for believers from all over the New Earth to come and visit and partake of it’s water and beauty freely. Galatians 4:26 But Jerusalem which is above is free, which is the mother of us all. Rev_21:2 And I John saw the HOLY CITY, NEW JERUSALEM, coming down from God out of heaven, prepared as a bride adorned for her husband.
Rev_21:9 And there came unto me one of the seven angels which had the seven vials full of the seven last plagues, and talked with me, saying, Come hither, I will shew thee the bride, the Lamb’s wife. (Description of the BRIDE the doors the decor the sinz 12,000 furlongs cubed. NO PEOPLE inside.
Rev_22:17 And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely. (It will be 1,500 Miles CUBED, and until the wedding supper be empty of any of the Guests of the wedding supper ,seeing (believers} are invited at the last minute after the invited guests don’t show up.) Then Believers enter after the wedding for the feast. After all Christ confirmed this many times in scripture. Mat_22:30 For in the resurrection they neither marry, nor are given in marriage, but are as the angels of God in heaven.
Mar_10:11 And he saith unto them, Whosoever shall put away his wife, and marry another, committeth adultery against her.
Mar_12:25 For when they shall rise from the dead, they neither marry, nor are given in marriage; but are as the angels which are in heaven.
Luk_20:34 And Jesus answering said unto them, The children of this world marry, and are given in marriage:
Luk_20:35 But they which shall be accounted worthy to obtain that world, and the resurrection from the dead, neither marry, nor are given in marriage: -
This is God’s kingdom of which Christ prayed for as the father’s will is done by means of christ and his spiritual kingdom which includes Angel’s and adopted sons of earth of 144,000 who are kings and priests. The kingdom will crush all worldly kingdoms Daniel 2-44

No man has been to heaven means no man has ever been inside the New Jerusalem before the cross.
Lucifer lived in the New Jerusalem before he was cast out.
