Was John the Baptist under the old temple covenant? If Jesus hadn’t given us his work of atoning sacrifice, how could John’s baptism be part of a system of repentance?

If I understand your question I think the thing to remember is that we, and John as well, are saved by faith.
Again, I’m not sure if that’s your exact point ??.

John the “βαπτιστὴς” ” an-immerser was calling people to immerse (ritually cleanse) and “metanoeo” “to change” (turn) from their sins. John was not calling people to repent only to turn from their sins. Ritual cleansing (immersion) has always been a standard part of that process and found in the Livitical system. Shalom

Repentance has always meant the same thing.

A change of heart attitute toward God.

    Before the Cross
It was change your heart the Saviour of the world is hear

After the Cross it was change your heart to the Saviour God

“Turn from your sins” is the definition of repentance.
