I also guess that I missed where Jesus was talking to only men on plucking out their eyes, cuting off hands and etc since the women were not included.

The Bible doesn’t tell us whether Jesus sent prostitutes home to dress, but prostitutes may have covered up more than a lot of American teens. I would hope that Christian girls in Bible school would know not to dress like prostitutes.

Jesus, the Word from the beginning (John 1:1), comments in the opening chapters of proverbs by saying there is clothing that is typical for those who use their body to stir up desire. Even in business there are dress standards. Does anyone consider modesty anymore? Something to think about.
Sorry I sent this out earlier to note how some felt about their attire. I do remember one poor teenage girl an Indiana camp meeting in 1975 that wore a long dress that was tight fitting. She was not a Christian but came upon the urging of friends. The poor young lady was accosted by a few preachers about her alleged inappropriate attire but bless her heart handled it well and got saved in spite of the situation.
Well, we should certainly cut unbelievers some slack. Addressing inappropriate dress seems like a good job for an older woman, especially if she knews her, who can do this in a spirit of meekness.
The idea that women shouldn’t care how provocatively they dress doesn’t take into account scriptures about causing your brother to stumble. A girl could go out in a thong wearing a couple of pam-pam looking things instead of a bikini tap, and claim it’s all on the man if he looks with lust, when she’s tempting him. A very extreme example, but hopefully those who think this way would see the problem with doing that. Men are required not to look with lust, and we should avert our eyes. But if we have to avert our eyes on the street, at work, on the bus, on college campuses, should we have to do this while we are hearing the word of God?
Men look. Women need to be discreet, especially those who preach. I know in my heart to dress properly as all women who love God do. I aim to please the One who loved me first.

There is a balance on the clothing issue. Rules can go to extremes. And some people can be overzealous about embarrassing young women. But if revealing clothes are popular for teens, that doesn’t make it okay to wear them.
If a man looks at women with lust, he is responsible for his sin. But if a woman dresses provocatively to entice him to lust after her, she is reponsible for causing her brother to stumble.
