Don’t the outgoing Executive Committee members know who will be elected in an upcoming GA? Have there ever been surprises?

Future department heads are already determined by the outgoing EC, right? Perhaps even State overseers?

Thought that EC usually voted first! I use to wonder why all the discussions after GA begins?????
