I would like to hear documented minutes on duties and expectations of The local district overseer.

Here is the minutes . Does state offices place much value in stated District Overseers? Just trying to see the relationship of these entities.

assist the state overseer in the appoint of pastors when called upon
together with the state overseer, pass on the selection, purchase and construction of all church properties on his district -
it seems to me that the DO takes the initiative otherwise the state will not use him.

But the minutes states “when called upon”. I hopes for clearer relationship between state officials and the local church pastor it would seem that the State office would Regularly call upon these DO’s.
