You can’t tell who is born again. There are no outward signs of an inward grace. When a person declares his faith and heart of a born again Christian (repentance of sins) he displays a working of grace in water baptism. You know they are saved and as a witness it is our responsibility to affirm their salvation.
When they seek the Lord in sanctification we affirm with them that they are sanctified. That working is observable and the heart is manifested in a changed life.
Few people understand this. They are under the spell of progressive sanctification and they expect holiness from the new born child of God and believe that progress will continue to death. “No one understand the hearts” at any point in the progress and this calls for a redefining of the standards of progress. Eventually you drop all external standards and in defeat resort to a legal/theological definition that makes place for a profession rather than a possession of faith.
