    Outwardly, yes, but as he retained many pagan beliefs and practices, it would appear he was a false convert. God alone knows for sure, but his fruits suggest no.

    In name only….however he allows pagan to merge in with Christianity. He doesn’t want to lose power to other elite who have strong ties to Pagan roots.

    No he never gave up his polytheism. He did what was expedient for the state. Believers paid their taxes. But at least he put an end to the persecution
