You need to define ‘evil’. If you are referring to moral evil, then I have not found any in Scripture. If you are referring to evil as in calamity, then the answer is yes….
“I form the light, and create darkness: I make peace, and create evil: I the Lord do all these things” (Isa. 45:7, KJV).
“Does evil befall a city, unless the Lord has done it?” (Amos 3:6)
“Is it not from the mouth of the Most High that good and evil come?” (Lam. 3:38)

Do you understand the Sovereignty of God? And because we live in a fallen world, one with sin, evil abounds, everywhere. God in His Sovereignty is Holy. Nothing evil comes from God. But in His Sovereignty, He uses ALL THINGS for the GOOD of those who love him. That Good is the redemption of unholy people restored to a holy God through the blood of Jesus. Nothing can happen that God is not Sovereign over.

This is the age old question and probably the one that Satan blames God for. However you want to spin the argument, Yahweh did not create, manufacture, originate, envision, imagine, desire – evil.
Evil came out of the potential which freewill affords; a choice to reject the good which God’s will desires.
This is another proof that the Calvinist faulty construct fails to answer. If man’s free will is not involved in our salvation by God, then the Devil’s free will to fall could not have been involved in the first sin.
People love to use this quote, and others from KJV to try and implicate Yahweh of evil:

Yahweh does allow evil to effect His creation for a time, but not forever. Yahweh does transform evil into good; He punishes evil; He saves us from evil; He “uses” evil (sin) to punish evil-doers (Romans 1:18ff). This happens because He simply allows sinners to go deeper into sin; this in itself is punishment. Sin is a subtraction of the image of God from man. Christ accomplished the recreation and addition of that image back to mankind who believe.
To say Yahweh ordains evil – is blasphemy and fails the test of harmatology (study of sin in Theology).

If God ordained evil than the whole Bible would essentially be a lie. Literally, God would be fighting Himself and tempting us into evil. The entire Bible is how we have fallen from original state due to an enemy who was the father of the lie and the first man and woman who believed that lie. I’m telling you now, with everything we have experienced in this world, babies being raped and murdered, Christians and Hebrews being murdered in arenas. Greed, starvation, theft of land, slavery and child murder…the mere thought that the God who has once flooded the entire earth to rid of evil being responsible for it??? The question is fair to considered, but believing it would be blasphemy.

To say God ordains evil is to make Him the author of sin, that’s such blasphemy. The author of sin is Satan and man, God gave free will from the very begging and man rebelled and so did Satan. Itd not ordained nor is it Gods will, His will is complete obedience. He allows good to happen and allows evil based on man’s freedom to choose. But based on that freedom we have we will be judged. How can someone who is perfectly good ordain evil? Makes no sense! But since is very than he makes good things. But he allows evil to run its course but God is in total control.
