How can the Catholic church claim to have compiled the Bible when the 4 Great Uncial Codices were already present at the time of the early churches?

Codex Sinaiticus, Codex Vaticanus, Codex Alexandrinus, and Codex Ephraemi Rescriptus were written by early scribes all in GREEK, not Latin.

It was the early scribes who compiled the Bible along with the Jewish records of the OT.
