He is not an agent. He is Gòd. He says, ‘ I and father are one’ .

Because with out Him God cannot create anything (John 1:3) therefore He is also a creator.

What’s the difference between being the creator and being the agent (or the one who takes the active role) in creation?

When God manifested into flesh as Jesus, he became the steward(agent) of creation. He healed, made whole, woke the dead, cast out demons. The Creator is infinite. We are finite. He breaks the laws of physics. How can He rise from the dead. How can He rise up into heaven while the apostles looked on. There are some questions we may not be able to answer. Some questions may go unanswered because it is not important to know them

Strictly speaking, the Father Gen 1:1-3, Son Heb 1:8-14 and Holy Spirit were co-creators. Job 33:4.
Since the three person who we called the Father, Son and Holy Spirit are equal equal in power, co-eternal. These persons who reveled themsleves as one God are co-creators. We called them “Trinity.
The world was made through him In John 1:3 must be understood that Jesus is co-creator. His act in creation is the manifestation of his divine power of which equal with Father.(Phil. 2:5.)
Here are the amazing truths about the three person God. The Father is Almighty, the Holy Spirit is Almighty Job 33:4. Jesus is Almighty Revelation 1:8.
The Father is creator Gen 1:1-3, the Holy Spirit is creator Job 33:4, and the Son is creator John 1:3, Hebrews 1:8-14.
The divine nature of Father is definite, (John 1:1), the divine nature of Jesus definite (Heb. 1:8,) and the divine nature of Holy Spirit is definite Acts 5:3-4.

Gen 1:2 – the Spirit of God moved upon the face of the waters.
Gen 1:26 And God said “Let us make man in OUR own image, in OUR likeness.”… created humans.Father, Spirit, Son. At creation. You will also see their/His/God’s presence throughout Genesis on other occasions. They each/all/individually/together were present at, and involved with, creation.

I would just add, that God and His ways have an element of mystery. A God we could dissect would be a small God, a God who leaves us wondering is a Sovereign and awesome God beyond our understanding.
Isaiah 55:8 tells us, “ for my thoughts are not your thoughts, my ways are not your ways”, says the Lord …. “ they are higher …” It’s good to wonder, good to strive to understand, but we will always be left wondering. Trust Him anyway. ? -

Oneness is not only unity is quantity but it also mean unity in essence. The Father is not the Son and The Son is not the Holy Spirit and the Holy Spirit is not the Father. However all three is God. The word Trinity is not in the bible however there many scriptures show the Three work hand in hand.

You referenced Hebrews 1:10. The Father is speaking to the Son. “You, LORD, in the beginning laid the foundation of the earth, And the heavens are the work of Your hands.”
No matter how you slice it, one Person (the speaker, who is God the Father) speaking to another Person (the Son), calling Him LORD and Creator.
This fits perfectly well with Genesis 1:26-27, “Then God said, “Let Us make man in Our image, according to Our likeness; and let them rule over the fish of the sea and over the birds of the sky and over the cattle and over all the earth, and over every creeping thing that creeps on the earth.” God created man in His own image, in the image of God He created him; male and female He created them.”
Since only God created all things by Himself (see Isaiah 44:24), then the Father (who is a distinct Person from the Son – c.f. Hebrews 1:10) and the Son (who is a distinct Person from the Father – c.f. Hebrews 1:10) is the one Creator.
