This verse is metaphorical
To show that God is infinitely better than us intellectually and powerfully, and that there’s none in creation to whom we must fully trust and believe in other than himThe worst of God is better than our best( doesn’t mean he’s bad but assuming that even if he was, he would still be superior and worthy of our trust and his Lordship on our lives)

Would God doing something he regrets be counted as foolish?

Well he made humans and that didn’t turn out very well

God isn’t weak or foolish, but I can CLEARLY see how it can viewed otherwise. What this means is even if God were to do something “stupid”, it’s small smarter than man’s “wisest” moments. Even if God had his weakest moments, those moments would STILL show strength that is CLEARLY stronger than human strength. Hope that helps in layman’s terms.

By His Holy Word, recorded and left for our posterity, He wins, for who can stand before Him and not experience the repercussions of such foolishness. God is God. Read/study Ps. 2, and also review the Book of Revelation …. and also the OT …. in the end, God wins, blessed are those who stand with Him Who is Above all, great woes on all those who stand against Him. Blessed are those who have the ears to hear, and hear. Amen and Amen.

God has no foolishness or weaknesses. This is figurative language. It’s an exaggeration used to make a point of how tiny mankind is.

How about some context, and read the Bible to find it.
18 For the word of the cross is foolishness to those who are perishing, but to us who are being saved it is the power of God.
19 For it is written, “I WILL DESTROY THE WISDOM OF THE WISE, AND THE CLEVERNESS OF THE CLEVER I WILL SET ASIDE.”
20 Where is the wise man? Where is the scribe? Where is the debater of this age? Has not God made foolish the wisdom of the world?
21 For since in the wisdom of God the world through its wisdom did not come to know God, God was well-pleased through the foolishness of the message preached to save those who believe.
22 For indeed Jews ask for signs and Greeks search for wisdom;

In the eyes of men? Plenty.
The fact that I was saved when Christ rose from the dead and God required nothing from me…. I just trusted in Christ according to the promise, most would say that’s foolishness.
But objectively, if God says he did precisely what I am saying he did, then in the eyes of men, God’s work is foolishness unto them

Using niv makes everyone look foolish. Get a real bible.

The sriptures places God immencity great in understanding.

God can create a better building on His “worst” days than man could on his best days. Another way to put it, take the world’s strongest power lifter who has the world record for the heaviest bench press. For The Lord, if He were to come back in the flesh specifically for the competition He would be kind enough to do a very easy rep of the strongman’s world record weight that the strongman nearly killed himself completing the rep. The point is that on His “off days” God is better than us on our best days.

This verse just proves the importance of not taking EVERY verse of the Bible literally, but contextualise it to what the writer meant.
