Eternal life to come worship Him from one new moon to another and from His Sabbath to Sabbath. All His laws will be kept in the re-New-ed Earth. Nothing that defiles will enter.
Nowhere is it said New Jerusalem is established on the earth. Actually, when you read about it, it IS “heaven”.
Revelation 21
21 Then I saw a new heaven and a new earth, for the first heaven and the first earth had passed away, and the sea was no more. 2 And I saw the holy city, new Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband. 3 And I heard a loud voice from the throne saying, “Behold, the dwelling place[a] of God is with man. I am the Alpha and the Omega, the beginning and the end. To the thirsty I will give from the spring of the water of life without payment. 7 The one who conquers will have this heritage, and I will be his God and he will be my son. 8 But as for the cowardly, the faithless, the detestable, as for murderers, the sexually immoral, sorcerers, idolaters, and all liars, their portion will be in the lake that burns with fire and sulfur, which is the second death.”

Wrong. Heaven is a city in the sky. It is the heavenly Zion (Heb. 12:22). It is New Jerusalem. A golden city decorated with precious stones. The streets too are made of gold. The throne of God is in it.
It will come down on the new Earth (not this Earth) after this Universe and Earth (heaven and Earth) pass away, and melt, and dissolve, in fervent heat, with a great noise, after the 1000 years(2 Pet. 3:10-13), and be remembered no more (Isa. 65:17).
There, in that Earth (not here) is where we shall spend eternity. For here has night and day, but there will be no night there.

The righteous dead are in heaven now. Those that are still on the Earth, when Jesus returns, will be caught up by the angels, that accompany Him and we will be changed into our glorious body, the same as Jesus… flesh and bone, animated by Spirit, to meet the Lord.

Heaven is defined as, wherever God is. The 3rd (eternity) Heaven will be the new Jerusalem which will be on earth just after the white throne judgement.
