No. It’s because we are made in the image of God a moral God.

What if we harm the harmful. Punishments are harmful to the one being punished.

It would seem that if the core was to minimize harm than what is good? Not punching someone is one thing but giving someone something they need is another. Would there be room in that description of morality for this?

I think you could ask, why do we need to seek to avoid harm? This can eventually lead your conversation to “design” as it indicates that our bodies are designed to avoid harm

From a human secularist and atheist point of view.
We, through biological and environmental circumstances, have natural traits that drive our consciences. Things as simple as the golden rule are built into us. The are even other species of animal that exhibit this same behavior. They are conscious that they are alive and they have a self. Humans, most having a complex brain only takes it further. And the further we evolve the better it will become. That’s why we dont nail people to pieces of wood anymore. I would say morality is improving the quality of life. Even from a selfish point of view it works. I dont want people stealing from me so I won’t steal, and will punish those who do. I want to stay healthy so I want my neighbors to be healthy as well. If they need help with food or water or doctor visits, it’s my responsibility to help so I or my kids dont get sick as well. Morality doesn’t come from a divine purpose, but from complex brain function. -
For the Christian it’s to be right with God. There is a Scripture verse that says that ” Love if the fulfillment of the Law.”

Everything that happens is good, but it might not be at that particular time. We only see things from a very small point of view. If a child dies, and the neighbor becomes a nurse or doctor and saves hundreds of lives because if the compassion they felt, is that not better? What of the parents loved their other children better because of it? We do not see what happens in a hundred years or more after us. How many times ave you ever seen something become good from pain? Almost all good things come from a certain amount of pain and sacrifice. Is not God the best example of Sacrifice?
