Saying the ‘keys are on the counter’ is true if and only if they are there.Jesus can claim to be the truth because he is reality as it actually was.
God cannot deny himself (Titus 1) because God is always God. It is a logical impossibility for God to not be God. Therefore God must always be truth.
Paul says God CANNOT lie. It’s not just that he doesn’t want to. It’s a logical impossibility.

Truth must be objective not subjective. It must be absolute and not relative. Truth is logical, reasoned and non contradictory.
John 18:37-38

Maybe the question shouldn’t be what makes true true because that ends up with circular reasoning (sort of) but What makes the truth recognizable. As people keep saying…Truth is Truth.
Just like Science cant prove things true, only prove things false, much is the same with Truth, hard to prove easier to disprove; start with the Law of non contradiction, etc.
