Would a Church of God still be a COG if no one spoke in tongues in the church? Could people still receive enduement for power for service without tongues?

C B Jernigan wrote his CoG book entitled, ENTIRE SANCTIFICATION. I think the CoG should utilize this book in their MIP program so our ministers will have the knowledge to understand the CoG’s stated position as listed in Article 6 of the CoG Declaration of Faith.
Can an international COG group rule for a resolution not yet allowed by the International Church of God assembly? This is a move to autonomous National Identity of the COG.
