Was John the Baptist under the old temple covenant? If Jesus hadn’t given us his work of atoning sacrifice, how could John’s baptism be part of a system of repentance?

What does it mean to say we arent under the old law? Why are we not under the law? Dosent the bible say Jesus did not come to abolish the law but rather to fulfill it. What laws are we no longer under and why?
