What do we make of 1 Samuel 16:14-23 when it says the Lord sent a bad spirit to trouble Saul? Was it just a means by which David would meet Saul and see what it was to be a King?

It was to sbow him God’s displeasure over his disobediencmce to God. He was serving himself not God by his actions.

David as you read in Verse 13 is now annointed King and The Spirit of the Lord is with him.
Saul disobeyed God and rebelled against God and the Spirit of God left him. He lost Favor with God.
God allowed the Devil to trouble Saul. He does not command demons to do things. The Devil asks permission to do things.
The Devil asked permission to torment Job with boils and more.
God used David to help Saul
By playing his harp.
(Some people think David prayed with Saul. No verse says that)How the problem is solved is unique.
