In Gen.1:2, “the deep or waters” were already existing. When did God create it? For sure it should be prior from Light in v.3.
It’s never mentioned in Gen. 1 that God created the waters, except the “Seas” in Gen.1:10, which were gathered from the “waters” in vv.2&6.
Then God said, “Let there be an expanse in the midst of the waters, and let it separate the waters from the waters.” God made the expanse, and separated the waters which were below the expanse from the waters which were above the expanse; and it was so.

The scriptures simply don’t tell us – the idea of creation “from nothing” or ex nihilo was invented after the Christian Bible was finished, and these days most people just assume it. Maybe God created them from nothing before Genesis 1 begins, or maybe he’d been planning and crafting the whole thing from a much earlier point in time, not too different from the scientific model except with a clear direction and intention.
As with all other Eastern creation stories, Genesis 1 assumes the world being carved and shaped from existing material. The word for “create” is normally used of shaping or carving new things from existing materials – obviously in the human sense people don’t tend to ever create anything from nothing, so Hebrew doesn’t even really have a word for explaining creation in that kind of way.
