Is it appropriate for someone to shout out in tongues…

Is it appropriate for someone to shout out in tongues while someone is preaching? Does pulpit preaching become central to a worship service and the congregation should remain in an orderly position while preaching is taking place?

I’m asking Church of God folks this question.
